Find some snow and blow it... if you can't find snow, just run it and see if that breaks it loose.
This would be my plan as well. Leave the shear bolt out and go move some snow, as soon as some arrives. The vibration and loading and unloading of the drive during typical snow removal will shake it loose soon enough. I only ever broke two shear pins in about 15 winters on the one I had like yours.
