Different Dave, but I'll take a stab, since I driven through cicles in NJ, MA, TX, MD, and Europe. Read the signs & watch the other cars are doing, and if you are confused slow down and let the people blow their horns at you. Every state seems to have their own rules and in NJ every circle has it's own rules. My first driving lesson involved going through the Somerville circle in NJ. Growing up there, I already knew the rules, but that circle had nearly 300 accidents per year before they eliminated one of the highways, and put traffic lights on each of the roads. The rules were simple. the two lane Route 28 had yield signs, so traffic in the circle had the right away. The four lane Route 202 North bound always had the right away. The four lane Route 206 North yielded to traffic already in the circle. The combined four lane Route 202/206 South had the right away entering the circle, but if you were planning on remaining on 206 then you yielded to 202 North. To make matter worse, Route 22 was only 1 mile away, and Interstate 287 was another mile further down the road, so there was a lot of traffic. I don't think everyone had the same interpretation of the rules, but thats why there were so many accidents.
