Problem is tail wheel pivot shaft is bent. The wheel fork "looks" proper, so it's how the cutter is holding it. The tail wheel shaft should be vertical when viewed from back and side. That allows the wheel to follow the cutter. This is also called caster.

Thanks
do you mean the fork shaft is bent on tail wheel? Can it be straightened or replaced?

By the view of your pictures I would say that the fork has some castor in it. I believe the problem is that there is not enough castor built in. If you hold the pin vertically the holes for the wheel should have about a 3-4" offset from the pin.

I agree not enough offset to the forks of the tail wheel, I would cut and reweld the forks. In fact looking at the pics it may have already be rewelded for some reason. If the pin is vertical or near vertical it will not caster and follow the cutter properly.

The pin needs to be held vertical by the frame on the mower. The caster is built into the fork. Exactly like a shopping cart wheel. The caster makes the wheel self-centering. More caster means stronger self centering.

If the wheel is turning to one side, the frame holding the wheel to the mower may be bent and the pin tilted to one side. The frames that are made of small angle iron like this one can get bent pretty easily by backing into stuff.
