I like the news letter idea, since you mentioned that it has helped encourage the deadbeats to pay their association dues. A simple article stating the crime and damage. Add the eyewitness account. Don't use the actual names of the thugs or you'll end up in court for many years. You could add that one of the children's parents stepped up and dealt with the situation responsibly to ensure incidents like these will not be repeated. Don't mention anything else about the bad parents. It will keep you out of court, and maybe, just maybe, they may figure it out for themselves.

I'd be careful about the newsletter - even without naming names you may be setting yourself up for problems.
Two years from now you'll be served on a lawsuit, and their attorney's first discovery item will be a request for any records you have, including copies of the police reports. What? no police reports? /forums/images/graemlins/ooo.gif

Good people do not think like trial lawyers or evil people. Legal consequences may not occur in a logical manner. Just ask mdbarb. /forums/images/graemlins/frown.gif

Chris, I actually have lawyers on staff, and have probably been sued more times than I can count. I've never lost. Documentation and backup is the key. I don't make a move without clearing it with a lawyer. So with the newsletter, the first point is that I do not do the writing or editing of it. I have no actual control over the content. However, it has been used to disclose information and create peer pressure in the past. And I documented the 2 conversations I have had with police, so while there may be no police reports, I have my reports, and as this proceeds, my lawyers will have my reports.

RE: Guns, I believe that many people do think of America as a wild west gun culture where all guns are on our hips and used for personal protection. The fact is even my matched set of custom multi-thousand $$ beryllium framed target pistols could be used as defensive weapons, as could my engraved Winchester 101 Pigeon Grade over under 12 gauge. But the perception and the reality are often far apart. Could I drop someone at 200 yards? Yup. Do I ever think about the need to do that? Nope. It really is a shame that guns are such a polarizing topic because they are a great "couples" activity and an excellent "family" sport. There is no need for traditional male machismo, a girl can fire as accurately and get just as excited about hitting a target as any guy can. A round of "Sporting Clays" is just as relaxing as a round of golf, and a heck of a lot less boring.

Bob, have you considered a small claims lawsuit ? This varies from state to state but you should easily be able to sue the parents for the damages. If the damages are minimal you should be able to sue for what are often referred to as "Nominal" damages. The judge will likely get that apology straight for you.

At this point we have decided to keep everything inside our neighborhood. And everyone knows what happened. So the kid who fessed up is let off the hook. The other kid is now the scourge of the neighborhood, and his family is mud too.
