I am bringing this tractor back to life after 20 years of sitting in the weeds. It has a MF loader in addition to the factory 3 point and mower deck cylinders. I now have the engine running. The old fluid showed signs of water so I disconnected a hose to the loader and pushed the old fluid out until new fluid appeared. It flowed out quite freely but when reconnected showed no sign of pressure build-up. All the systems worked before a blown head gasket left the tractor unused all these years. It has been suggested that a relief valve maybe rusted but having no diagram I have no idea where such a valve may be in the system. Any suggestions would be appreciated.

Have you replaced and cleaned the screens in the sump if it has any?

You may have air in the hyd system, so keep trying to cycle all the cyl many times to purge the air.

Thanks for your quick reply:
Here's a little more background:-

I mentioned elsewhere that I have an IH Lowboy 184 bought originally for a scrap price about 30 years ago, I installed a MF Loader and got it working quite nicely before the head gasket blew and left it in the weeds for 20 years.

I now have the engine running and I'm trying to get the hydraulics working. After draining and replacing the fluid the pump will move the fluid through the system but will not build up pressure.

There's a filter cartridge right after the sump which I have replaced. While I had it off I started the engine and immediately saw flow indicating the pump was working.
( I hope I'm posting in the right placw?)

If your pump is working, the fluid is going somewhere, so if it is going through the loader valve and you move the lever, you are redirecting the fluid to the cyl and if you have no leaks, the cyl should move when the air is purged.

Thanks for your help J J, Today I disconnected the pressure line from the pump, started the engine and got a good solid stream pumping into a container. I just wanted to verify the pump is definitely working OK. I now think I may have wrongly re-connected a line somewhere so I am drawing a diagram for your inspection. I'll post it as soon as I 'Git 'er done' ;-)
