If your goal is to delineate a boundary line - use the cheapest stuff you can find.

I have heard of animals caught in fence, but not heard specifically that barbed wire was worse than other type. Only exception is horse that ran through barb wire fence, she was cut bad enough to be put down
A neighboring horse ran through a barbed wire fence. Failed to scale a mountain then turned around and ran back though the same fencein a different spot  Luckily this idiot was saddled which offered some protection but i was told he got 400 stictches.

As far as deer and such critters getting hung up in a fence the type of wire doesn't matter much.
I have only seen a few in 70 years and one of those was a fawn last year that got hung in a 4 strand hi-tensile electric fence,
the dumb idiot got twisted up in. He hadn't been in it long when we found him. He was bleating quite loudly, even louder then us cussing as we got him untangle and getting buzzed every time we touched him or the fence. After we got finished getting him free we commented that it wouldn't have taken 5 minutes to reach the disconnect and shut off the power.

Used to have a coworker who had Arabians, their place was fenced with New Zealand fencing. They thought it was great until one ran into it and got tangled up in it. Lots of vet and rehabilitation bills later, they weren't as sure. Smooth high tensile wire has it own risks for animals.

Weve had 1 fawn killed in non barbed wire fence in 26 years. I only use non barbed for 1 reason. I have horses. Barbed wire and horses = vet bills. Other animals handle barbed wire without issues.

i also use non climb horse fencing in 10 acre pasture. Nothing gets caught in that stuff.

Additional information, horse was neighbors, it ran through my fence, she was missing for a couple of days when she was found in my back field. Had lost a lot of blood. She jumped woven wire to get to my field

I have a 5 wire fence with the bottom 4 barbed and the top wire with no barbs very similar to what you're describing. The elk and sometimes deer definitely hit the top wire routinely as it has needed repair several times a year and I've gotten 2 elk hopelessly caught in it over the 4 years that particular fence has been up. I had to call fish and game both times who told me to cull and harvest.

top wire barbed bottoms smooth to keep animals from pushing fence. good for cows works on horses but neighbors not too high on it because it can scratch hide. I also recommend the pdf on "wildlife safe fencing"
