I've never noticed black rubber containing carbon black isolating a static charge very well. But frequently non-marking tires on forklifts and man lifts will isolate static well due to the lack of carbon black, so most times they drag along a conductor touching the ground to diminish the buildup. If that charge bleeder gets knocked off, one of the lifts will knock the snot out of you.

My car will knock the heck out of me when it is dry out. Some think that it has do do with the car being on tires. I have not seen all cases, so I don't know about all cases. But I know why mine shocks me, and I have defeated it. Mine builds up the shock as I rotate in the seat to get out of the car. During low humidity times of the year, I open the door, and wrap my fingers around the edge so my fingers are on the painted metal. THEN I rotate and get up while holding the exterior of the door. The charge is bled harmlessly as I am getting up.
