I think you should keep both sets of keys in your pocket. End of problem.
Give him some tractor driving lessons and both he and the tractor will be better off.

As a child I can confess (now) to having driven the tractor around a bit. There werent any keys in those days![]()
I park mine with the PTO engaged. That way someone who isn't familiar with these tractors can't start it.
