When I lived near Willard, Mo. there was an older lady that walked along our road all the time for exercise. I never saw her without her openly carried Sig 9MM. I did not think much of it as it is an rural area. We had a murder and drug dealer next door to us. The police came for him one early morning with a swat team flash bangs and all of that. I had some run in's with him and a nice short terse conversation with him in my front yard. I did have the 9mm in my pocket, I knew he was a bad man, but I did not know about the murder. He apparently murdered another drug dealer in the house and burned up the body in the back yard. The lady on the road was just being cautious and exercising good sense. This was before we got our Right to Carry law, but we have always been able to open carry, except in municipalities.

We in Missouri have some interesting "old" laws like the peaceable journey law Here is some things I took from our Highway patrol website.


Carrying A Weapon In A Vehicle



In addition to the concealed carry endorsement discussed above, Missouri now permits any person who is at least 21 years old to transport a concealable firearm in the passenger compartment of a motor vehicle. No concealed carry endorsement is required. Under the old law, the peaceable journey exception to the unlawful-use-of-a-weapon law permitted travelers on a continuous peaceable journey to carry a concealed weapon. The peaceable journey exception is still in the law, and may apply in circumstances where the new law does not (i.e. if the person is less than 21 years old). Also, any coroner, deputy coroner, medical examiner, or assistant medical examiner may carry a concealable firearm upon or about their person without an endorsement.



Note: This law does not affect the law prohibiting possession of a concealable firearm by a dangerous felon.



Additional Information

If you are arrested for DWI and are carrying a concealed weapon, you also may be arrested for possession of a firearm while intoxicated. “Possession” would include having the weapon in the vehicle, not just on your person.



 Missouri’s carrying concealed law recognizes all out-of-state permits, including those from political subdivisions — cities and counties. Also, keep in mind that Missouri’s peaceable journey law will apply to travelers, including those who do not have a permit.



 Out-of-state residents cannot obtain a Missouri concealed carry endorsement. However, nothing prohibits Missouri residents from obtaining a concealed carry permit from another state, and those permits would be valid in Missouri.



 Not all states honor Missouri’s concealed weapons endorsement. It is the responsibility of the endorsement holder to comply with the laws of all states/jurisdictions in which he carries a concealed weapon.

Q: What if I fail to renew my endorsement? Is there a grace period?

A: Yes. There is a grace period of six months; but, there is also a $10 per month late fee assessed by the sheriff. The sheriff is required to keep records and report all instances of non-renewal to DOR at the end of the six-month grace period. DOR will then immediately cancel the endorsement.



Q: What if I misplace my driver’s license?

A: You must notify the sheriff within seven days of losing your driver’s license. The sheriff will issue a duplicate certificate of application. You must then present this duplicate to DOR to obtain a duplicate driver’s license with a concealed weapons endorsement.



Q: Can I obtain a separate ID card, so my driver’s license won’t show the concealed weapons endorsement?

A: Yes, you can. But, be aware that any law enforcement officer who checks your license through DOR will be notified you are authorized to carry a concealed weapon.



Q: What happens if a disqualifying fact is discovered after the endorsement is issued?

A: There are provisions for both the sheriff and the director of revenue to revoke a person’s endorsement. The courts will be responsible for reporting disqualifying judgments to DOR.



Q: Is the list of carrying concealed endorsement holders a public record?

A: No, it is private information. This information can be further restricted in the same manner as other driver information if the holder chooses to restrict it. However, as with other restricted listings, law enforcement will have access to that information.



Q: How does the new law affect the old peaceable journey exception?

A: It does not. You may still carry a concealed weapon on a continuous peaceable journey through the state. This includes Missourians whose trip begins and/or ends in Missouri.



Q: What if I’m stopped by law enforcement? Any suggestions?

A: Where possible, it’s best to stay seated in your vehicle, with both hands on the steering wheel. Do not reach to an area where your firearm is concealed without first advising the officer that you possess a firearm in your vehicle or on your person.



Q: Does a person carrying a weapon in a vehicle also have to have a permit for the gun?

A: No. A weapon may be carried anywhere in a vehicle, even concealed on the person, under the vehicle exception.



Q: Does a concealed carry endorsement allow a holder to carry a concealed pistol on a public bus?

A: No. Only law enforcement, commercial security personnel, and persons with consent of the owner are exempt from this provision. (See Section 578.305, RSMo.)

Open carry is constitutionally protected in Pennsylvania.
The only time one needs a permit to carry is if the gun is concealled. Before another PA resident tries to correct me (and one will), the correct description is License to Carry Firearms (LTCF).
Now, the sticking point is when you're carrying openly while driving. There have been more then one DA trying to convict an open carrier of carrying a concealled weapon without a permit if they're caught while driving. As you may expect, this idiocy is mostly around the Philadelphia area.
That said, I rarely carry openly. I don't want the attention or the hassles. Nor to I want to lose the element of surprise if I'm attacked.

Would you care to elaborate on that a bit? The common wisdom is that carry in the vehicle is considered concealed and I've never read otherwise. Not saying you're wrong, but it's counter to every description of what you can/cannot do that I've come across.

I am also one who doesn't make a habit of open carry. I may do so in my vehicle and around the property, but if I'm in a place where other people might see me I want it concealed simply because I also don't want hassle or attention. Since too many people are both ignorant of law and the possible intent of a person who carries, I consider it best for all involved that they never know because in this case, what they don't know will not hurt them.

I know a lot of law enforcement officers through my job. In Oregon, the fact that you have a CCP shows up on LEDS with your vehicle registration or drivers license. I have asked LEOs if that makes them nervous, and they said no, it means you have passed an FBI background check have a record of being a law abiding citizen. They do like to be told if there is a gun in the vehicle, but in Oregon you can have a gun in a vehicle without a CCP, so officers will always assume the driver is armed during a stop.

I don't open carry very often but I think your attitude that people who open carry think they are on a mission from God or are emotionally unstable is totally mistaken. Ah my fellow Walt Kelly fan, read my post again cause I didn't call you stupid or an idiot. You seem to have assigned yourself to the group I call misguided idiots. I doubt that a Walt Kelly fan is stupid because Walt's humor was much too subtle for the simple minded.

First, out on the farm in a rural area is different from walking down main street. On the farm you are not displaying to the public that you are carrying. As a general proposition, guns don't make farmers feel uncomfortable.

In urban locations, however, there are some who need to "show" the public they are powerful because they have a firearm. In the Hood the folks with the same emotional level wear gang colors and Tats. Those are the folks that scare me because of how they react when they perceive they have been "disrespected." In times past, some cities staffed their police departments with folks with this mental state because they would work for less money. Now a lot of the departments try to weed those types out by testing and the academy.

Legally you don't have to "cover it up", but why do you want to display it? There is a very good argument for maintaining the element of surprise if you need to use it. The better argument for not displaying in public is that it makes a lot of people uncomfortable. If enough of the population begins to feel uncomfortable with a bunch of misfits running around town with powerful weapons on their hips, and gun incidents increase, you can count on the legislators monkeying with the laws again.

To be perfectly clear, an open carry law for permitted folks is a good thing in my book. I'm just suggesting that you not open carry in urban areas simply because you can. You can also get a ******** tat on your forehead that shows everyone you are a member of a white supremacy group, but that isn't a good idea either.

BTW, federal law prohibits carrying a firearm into a bank, in case anyone is wondering.

However, when you get into a car, that weapon becomes "concealed", at least in the mind of some person's of anti-2nd Amendment mentalities. In those case, people have been charged with carrying a concealed weapon without a permit (LTCF).
Does that make sense...no, of course not. But there have been cases (don't ask me to quote any, but go on the Pennsylvania Firearm Owners Association website for more information.

I interpreted your earlier post to indicate that you believe it not illegal to carry in your vehicle without a permit which is why I questioned.

From PFOA quoting the PA Code since I decided to go looking for it:

18 Pa.C.S. § 6106: Firearms not to be carried without a license
(a) Offense defined.--
(1) Except as provided in paragraph (2), any person who carries a firearm in any vehicle or any person who carries a firearm concealed on or about his person, except in his place of abode or fixed place of business, without a valid and lawfully issued license under this chapter commits a felony of the third degree.
(2) A person who is otherwise eligible to possess a [FN1] valid license under this chapter but carries a firearm in any vehicle or any person who carries a firearm concealed on or about his person, except in his place of abode or fixed place of business, without a valid and lawfully issued license and has not committed any other criminal violation commits a misdemeanor of the first degree.

18 Pa.C.S. ? 6106: Firearms not to be carried without a license

I interpret the above as stating that it is not legal to carry a weapon in a vehicle sans LTCF... there are exceptions of course but if you read through them they are rather restrictive and also explicit. The implication being that while it is perfectly legal to open carry here in the commonwealth, you probably are breaking the law driving there with a gun in your car. PFOA members were pushing legislation this year that would have removed some of those transport restrictions, but it died during the session. Calling it a concealed weapon while in a car is a misnomer probably intended to translate well to less educated people.

Yeah, and in Texas it's illegal to carry a sword. I always thought that was weird. I think it's the only state in in the USA that forbids carrying a sword.
