If the pump is not leaking and you have relief pressure, then I would not mess with the pump.

Moisture will condense on cool metal, and over time, you will see milky fluid if you do not run the tractor hot enough to heat the fluid up.

Even though you changed out the fluid, you are still mixing up some of the old fluid and it will look milky and or fomey.

Thanks JJ. I'm getting sort of options! How about the valve linked with the up/down lever? Is this accessible?

Success! The problem was finally traced to the second Pressure Release Valve situated underneath the block which carries the upper arms of the linkage. The PRV was removed without altering the spring tension adjustment nut. and opened to reveal the spring and the orifice which had sufficient dirt to interfere with the valve. After reassembly the 3pt linkage worked - at first half heartedly then after an overnight rest- perfectly. I hope this helps others with the same problem. Finally thanks to all of you who have given helpful advice.
