then all of a sudden i couldn’t get max power or engine wouldn't go over 1500rpm. I loosened bolt a smidge and then it ran max power again? any ideas?

My guess will be clogged check valve in fitting on IP that return line attaches to. If engine rpm's slow down on their own again I suggest to loosen the 2 screws on inj pump timing window cover. With fuel seeping out of opening then start engine to determine if high idle rpm's can be maintained.
