3-Point Hitch JD 3033R Rear PTO out of operator seat

I've got a friend with a JD3033R trying to operate a rear mount backhoe on a PTO power pack.
He can't get the rear PTO to stay on while he is out of the operator seat despite trying the steps here:

Anyone else run into this before?
It must be possible in order to run 3pt generators, wood chippers, etc.
On my Kubota BX2360 I just flip the seat up before engaging the rear PTO.
As long as the PTO selector is in rear only it goes without an issue.
