The circuit board looks to have burned on the blue bubble doodads at the top right which I believe control the seat switch.

IF you are referring to the "R2" resistor... I am not see what you described as a burn.... It appears to be a red-red-black so that makes it a 22 Ohm and it can be tested with ohm meter...
