If I was going to go to the trouble of disconnecting the dog bone I just proceed with laying the complete valve assembly on a workbench for disassembly.
Aye, was hoping i could get away with just getting it from the top instead of taking the whole thing out

I do not understand the reason you're unable to unscrew shaft out of sleeve.

Maybe you should consider putting a pipe wrench on steering shaft & exert more force than steering wheel can apply.
