John Deere 318 deck tensioner pulley and arm.

On my JD 318 with a 50 inch deck, there is an arm that holds the tensioner pulley that pivots from where it bolts to the deck. The bolt to the deck has bushing through the arm housing through which the bolt goes. Is the bushing a press fit into the arm, or should it turn inside the arm housing, with the bolt turning inside the bushing? Thanks, Matt
