Thanks guys. What I know so far: I removed the rubber boot and found what I think might be enough slack in the stationary fulcrum to absorb the added force needed to force the stick into the detent. I'll have to go to Ace to get metric machine screws to resecure this brace.
Meanwhile, I'm convinced I do have the 2 stage bucket dump albeit the manual doesn't mention it
I'll get the screws and follow your advice: find the cap, check for rust, and retry the float.
Hopefully report back good news and pics tomorrow!

I found it!
The loose bracket wasn't the problem.
After reading your comments, I decided to put reasonable joystick force toward the float detent, then very carefully tap the valve with a body shop hammer.
That worked!
