I bought a 96 F150 4wd with 5spd and 80k mikes.

Unfortunately the owner had a stroke and the truck was parked in his garage several years…

I deducted the $1500 in back DMV fees from the price…

Had it been registered non-op for a modest fee the $1500 would not be due.

Locally here a guy is selling nice clean low mileage 1990s era trucks. Really clean specimens. He has a 1990s V10 2500 regular cab Dodge with miles in the 20/30K area. He wants about 30K for it. Also has a 90s GMC 1500 extra cab with 30k ish miles..super clean, he wants 26K for. Those trucks are fairly basic..just pw pl ac etc.. Very limited computer BS to deal with.

In California, a "non-op" registration, officially called Planned Non-Operation (PNO), allows you to avoid paying registration fees for a vehicle you won't be driving for the entire registration year.

This means you won't drive, tow, store, or park the vehicle on public roads. You can file for PNO up to 60 days before your vehicle's registration expires, or up to 90 days after, but late filing incurs penalties.

Here's a more detailed explanation:
    • What it is: PNO is a way to legally declare your vehicle as not being used on public roads for a specific period, avoiding the need to pay registration fees for that period.
    • How to file: You can file for PNO online through the California DMV (.gov) website.
    • Cost: There is a $20+ fee to file for PNO.
    • Late filing: You can file for PNO up to 90 days after your registration expires, but you'll pay a penalty fee.
    • What happens if you drive it? If you drive the vehicle on public roads while it has a PNO status, you'll be required to pay the full registration fees and penalties for that year.

Is there a personal property tax on the vehicle? If so is it separate or built into the registration fee, whether PNO or for the road?

No personal property tax as a separate items.

All trucks are commercial unless permanent living quarters.

All commercial vehicles pay weight fees on top of the other fees.

Use tax is based on sale price and goes down each year until it hits the minimum… I’m at the minimum across the board as the last car purchase was in 2002.

I’m so glad I know longer pay any Personal Property taxes on stoves and refrigerators and the county has stopped collecting on my old 1957 boat… last time I paid it was $7 mailed as a statement and I appealed saying the county value was too high on a boat that can no longer ply California Lakes because of the 2-Stroke outboard ban

We just register them when we want to drive on the roads. Otherwise a hobby vehicle can sit in your garage or on your property for years as long as it’s not driven in the road. No reason to pay a fee to the state if they aren’t used. Same in Arizona.

I'd be broke if I had to pay the California fees for cars. I need to get off my butt and get rid of some of them. Including parts cars, i currently have eighteen of them and I'm at the age where I will soon be unable to restore them.
