I've got 3 cable pulls on mine as well. It's tight but, I've always been able to pull the compression release.

Curious that only 1 out of 3 TS354C tractors under discussion (mine) doesn't have a compression release. Moot at this point though, since my subsequent electrical mods now have it starting just as easily as does my direct injection KM454
