The float assembly #11 will not cause your leak. It is on the outside of the valve.

If your spool has o-rings, they might be leaking. They would be replaceable.

If you remove everything from the bottom of the spool, you can pull the spool out of the valve.

What is on the bottom of the valve is the spool centering springs and retainers, and then the float assembly. .

So, I got it apart. The top oring was popping out of the top of the spool (in a previous pic). When I took it out there was a washer and then at the bottom an oring and then another washer. I assume that my trouble was that the top oring somehow got past the washer (over pressurized) and so if that's true then I think I can just put the spool back as shown in the picture below. I am going to replace both orings first, I just took this pic to make sure you agreed this was the correct placement of the orings and such...or maybe not. So to recount how I think it goes back together. At the bottom of the spool there should be a dust cover/washer, then an o-ring, at the top another o-ring. Slide this back into the block and put the last dust cap down around the spool and seat it into the top of the block. This is what I think would be the correct assembly procedure. Does anyone know for sure????
