There should be a low pressure fuel pump in the system to provide charge pressure to the high pressure injection system. If that pump fails, the injection system will act like there is a restriction on the inlet, ie plugged fuel filter, jelled fuel, etc.
On my old Deere skid loader with a Stanadyne fuel system, the lift pump failed. It would start and run ok for a while, but lose power and the timing would ****** because the internal vane pump in the injection pump couldn’t provide enough suction to lift fuel from the low mounted tank.
A $50 parts store electric pump to replace the old, failed electric lift pump fixed the issue.
