I am also cheap and bought a 1972, 10,000lb, 45 HP diesel, International 500c doser with the 6-way and rippers. Same price but a little older. There are parts that are no longer available for this machine either. Unless you buy new, there is no guarantee on parts availability.
45 HP is plenty to push over some substantial trees 6-8" and bigger stumps depending on their level of decay. It will take more effort and time than with a D8 for sure. More power is better to be sure, but you have to use what you can afford and the d21 sized machine will do some work.
Do note that a small machine is not necessarily any cheaper to purchase than a large one. Look at Ebay for reference, this is where I bought my 500 and where i plan to sell it. The large machines can be much more expensive to ship.
Also, I have pulled both tracks off of my dozer and replaced a few rollers. I could not have done this alone with a D8.
