ORC... push in the clutch at the same time you move the PTO lever...
i agree- then spray it with pb blaster and work it a little. Move it on occasion and it won't freeze up again-----"maybe"

Is there anything wrong with just slowly lowering the throttle and then shifting the pto lever without the clutch.

My speed lowering knob was frozen when delivered.. put some Kroil (penetrating oil) on the shaft.. wait for a couple of hours, put some more.. wait.. get the vice grips out.. keep wiggeling back and forth. dont break it off. just a little at a time. soon it will "break loose".. just keep working it. I lubed it with fluid film.. works real smooth now...
On the PTO engagement. If I Recall Correctly, the manual says to use the clutch both to engage and disengage.. I always throttle down to engage then push in the clutch, move the lever, let out clutch and run up throttle. And to disengage.. throttle down, push in the clutch, move lever let out clutch and go on.

I would use the clutch. There is a slight rake angle on the old PTO clutch. When it is loaded it tends to not want to disengage. By pressing the clutch in the implement is now driving and the clutch unloads. It is fine to slowly reduce power. I reduce mine to about 2000 and then clutch and disengage simultaneously.

I bought the tractor and have been doing some mower cutting and playing around with the front end loader. I am having a blast.

Am I correct in assuming that if you are hearing the over running clutch (such as when you press in the clutch while cutting with a rotary mower) that this is normal and is not damaging your tractor? My manual says to use the clutch so I will try to throttle down slowly and then clutch and disengage the PTO as quickly as possible so i don't have to hear that awfull racket.

...so i don't have to hear that awful racket.
I never want to hear that ratcheting sound... to me, that is going to wear down. So even at high rpm's, I'll press the clutch and move the pto lever... as fast as I can. I have a tiller and once in a while, I can hear the skipping of the cam (if it hits rocks) but only once in a while... need to work on the slip clutch on the tiller. :(
