Kubota L4200 1998 manual gears, pto got no power and slow

Hi guys, new to Kubota ownership, having had a few Masseys. I bought this tractor with pto being temperamental and found it only had 20 litres of oil in gearbox so topped it up to 39 in the hope that's all it was. Alas it is still not working properly and although does turn, it only turns at 140 rpm. Any one got any pointers as i have read you can adjust it to bring pressure up. Or is there a gauze or strainer somewhere worth looking at?

Ok quick edit, I've found the presure guage port grub screw, but will have to wait until Tuesday to get the adaptor for 1/8 np. BUT, the adjuster to bring presure up is already wound fully clockwise so all the way up

Ok another quick update, pto turns at 540 rpm (got a strobe app) when under no load, but virtually stops when any load is introduced, which says clutch pack to me....any alternative suggestions??
