The inner is just in case the outer fails. I don't they they even recommend replacing the inner at regular intervals...because it should always be clean. An outter only is all you need if you service it properly. If you add the inner I think you need to replace the air filter canister, you will not see any difference in engine performance.
Careful using compressed air for cleaning a filter. Knock it on a tire first to remove the heavy stuff. Then use low pressure air. The high pressure air can damage the paper even though you might not see it. If you are one that is concerned about UDT and SUDT, Kbota oil, etc, you should just replace the air filter at least once a year.
