I had same problem with my l3600 & it was a busted snap ring on the clutch assembly holding the wet clutch pack together. The clutch basket is probably cracked also and the pistonhdg is damaged. It dugmps all the pressure away fom the power steering. Kubota had a bad run of snap rings in the late 90s. They wouldn't repair mine as warranty is only good for 5 years, I think. You have to break the tractor in two to repair so get the manual. Be very careful when pulling the hydraulic circuit off the case as you can damage the seal that ports oil to the clutch pack & it won't work either. There is a good test to tell if clutch pack is working before you put case back together.
