The manual states that the engine is protected by a governor. It messes with the fuel injection.
The governor should allow the engine to reach the 2600 rpm so that is likely not the problem - unless it is out of spec.
There is nothing stated in the manual about maximum rpm or even at what rpm the governor cuts off the fuel.
There are many other reasons a fuel injected diesel engine is sluggish. Fuel pump, injectors, fuel filter, fuel quality, water in fuel, etc., etc. You may just have to go through the possibilities one by one to find the fix.
I'd start simply with fuel injection cleaner added to the fuel to see if that helps.
After many hours the fuel injectors actually wear out and need to be replaced.
You may need to have it evaluated by a diesel mechanic if someone on TBN can't come up with a solution.
