Those Ford 1900's are good units - big capabilities in a small package. The L4850 is a step up in weight and power - and worth pursuing to fix it right. The workshop manual I have is 97897-11065. It covers the L5450, L4850 and L4350 - it's very thorough with lots of pics, drawings etc., covering each subject area in several places. There's some flipping around to get the whole picture. It lists around $135 but it's worth having..........I will order a manual today........I just moved up from my trusty ford 1900 and was starting to think I made a mistake!......
The first thing to check is the control valve linkage and the valve itself for signs of exterior damage. The fluid and neutral switch are not likely causes for the symptoms it is showing. Good luck and keep us posted. Dick B
