Oil & Fuel L5030 hydraulic oil change causes difficult PTO engagement!!

Son in law's L5030 just got a UDT hydraulic oil change and not long after he found the PTO engagement to have become difficult. Not as before the change. He put in the correct amount of oil and double checked it. everything works OK except the engagement of at PTO. Any ideas out there as to why? Nothing else that I know of is different.

Please explain what you mean by "difficult". The lever won't move? The PTO doesn't turn?

Which transmission?

The L5030 PTO clutch is hydraulic, the lever moves a cable hooked to lever of valve on side of transmission. Is the lever not moving or is oil not getting to clutch. There is also difference between HST and GST FST clutches, if not getting oil from regulator or charge pump system because of wrong filter or oil or loss of prime could also be problem.

Is there anything binding the cable system? Seems I've read other threads on here where the inner cable sticks or somehow binds in the casing, I thought people were lubricating it but I can't remember how or what with.
