I had used those little adhesive clips that I got from Home Depot. After 6 months, some of them popped loose where the wire loom was pulling a bit. A drop of cyanoacrylic (splg?) instant glue followed by a spritz of activator made them permanent. Blowing snow never was a problem with my old lights, even though they were only 18W and not hot. On my new tractor, I upgraded from 18W LED lights to... 27W lights- not yet mounted. After shopping on eBay, I found nice ones for about $17 ea. delivered (got 4- a buddy wanted one, and I will mount two forward, for snow plowing, and one rear, just for backing up. I have had great luck with the eBay lights- no issues, total reliability, knock on aluminum. Just order from a USA vendor, to make any possible returns easy. Now, to figure out just where to mount them. I agree that two small holes aren't going to compromise the ROPS- just don't let them rust.
