I use a turning plow and loosen the soil pretty deeply.

Then I take the longest, heaviest log I can pull and drag it across the now fluffed up soil. The log works great because it packs the soil down and squishes in rocks so you don't have to pick as many, unlike a disc that pops them back up. The length is important because it creates a much smoother field because it can be the equivalent of a 24 foot grader blade!

Grade until you are happy with the firmness and smoothness of the field, alternating direction as you make the passes over the field.

Pick any rocks.

Sow with your seed of choice. 150% if your broadcast, 100% if you drill, and while I dislike frost seeding because of the lack of emergence; 200% if you do.

Drag the field one last time with the log to cover the seed and set it.

It is the best way to get a nice field with very little outlay in equipment costs. I even made my own broadcast spreader using an electric drill, a portable generator, and a 5 gallon bucket lid fitted with angle iron to spread the seed. I am pretty fugal as you can tell, but still like good results!

I don't know what your budget is like, but a power rake would do what you want.
