I believe the problem is solved, acting on 'Farmerford's' suggestions I re-examined the return to center spring.
As I think I mentioned the spool in question also had a float detent which was shot. After looking at it more closely I realized the threaded part that holds the spring/detent to the spool had somehow backed out and was not compressing the spring entirely. I did not get a chance to test it under a working condition but it appears to have solved the problem.
