fransquard or farmi which is the better to put on a 30ish hp tractor and what are some good tractors for this use.

They're both equally good, and similar in design.
What tractor is best depends on your buget, nearby dealer, and other intended uses. 30 HP is below the lower limit for cutting wood with a tractor, especially for commercial use; but on your own lot if you're careful and learn it's limitations you should be OK. (Maximum per "twitch" is around 1/4 cord)
You definitely want 4WD on that size tractor, and some type of underbelly protection. Also a loader, not only for piling wood up but also for extra weight on the front end.
Where exactly are you located? I have an aging 27HP Kubota with a beatup Fransgard winch that I use on my 21 acre lot in Topsfield (about 30 miles north of Calais.)

The bigger/heavier the tractor - the better Huckie. But like Jstpssng said - know your limitations. It's possible to flip your tractor over end-end if a log gets hung up while winching, so becareful of obstructions (stumps, stone walls, etc). Also if you can drive right up to the trees that you are hauling you could also consider a grapple or logging arch or similar device. You can haul one tree at a time with a relatively small machine (even an ATV).

I use a Farmi 351P with my Ford 1910 (Slightly over 30hp) on 37 hilly acres. This combination does everything I ask it to do. Good safety practices and staying alert are a must.
A self releasing snatch block is a necessity so that you can make straight line pulls and get around obstacles

Thanks guys! I am in Ellsworth so my options are pretty good. Kubota seems to be the price i can work with or a tym. I have 23 arcers but the middle 5-6 are wet land. So that means hills on both sides. The land I what to clear and flatten so to start a pasture. I found one other winch online last night a requested a price and paperwork it was a timber winch by l and j out of penn. Was set on a fransguard v3004 than started hearing how much better the farmi was with the wire rope. I am very price sensitive but do not want to get burned.

I run a Farmi 601 which was designed for 60 to 150hp tractors on a Kubota L3710 which is a 30hp tractor. The winch fits fine and the extra weight is a benefit. By going to a larger capacity winch I have the option of using it on one of the larger tractors, but I've found the little L3710 is more meneuverable in the woods. I've never used it on the other tractors.

If I was buying new I'd give serious thought to the Tajfun Tajfun / Products / Logging Winches / Agro line of winches. Among other features, they employ a friction type brake similar to that of a real skidder; compared to my Fransgard with a mechanical brake, which can and has released at inopportune times.
