I won't knock the Kubota's and think even the ZG may be a "20 year machine", but in the two models you're comparing, 2 things do come out ahead for the Scag IMHO:
After seeing the industructable nature of the 7gage fab decks, Scag has that advange, and I know you just can't beat Timpkin bearings.
The Scag is using "tried and true" pumps and drives. I'm still not sure what Kub is using; it looks pretty dang heavy duty, but I'm not sure.
Not my first choice [mainly because of a couple bad lots you eluded to as well], but I wouldn't be too scared of the Kohler. I really think you need some seat time in the Kub too, maybe it will really feel right or wrong.
I don't know the timeframe you were thinking about the finances for, but 10% over 3 years will cost almost $1K. I'd glady give him the $200 back for a better plan; most likely not an option....but worth asking. By pure coincidence, Snapper was just switching plans when I bought...he didn't have the right paperwork for Snapper yet, but knew it was the same bank as Dixon, used that and it went right through [actually after a 3 hour fiasco with their database being down].
Anyway, just reading between the lines, I'm thinking Kub's financing fits your situation better. Either for resale or long term use the Scag Cub gives me more of a "warm fuzzy" ZG23, but I've never been on a Kub.
I'm babbling, but if you can get them delivered to your place on the same day, now that might speak volumes.
