It does seem strange, but they clearly spec it as PTO horsepower. The DK45SE cab is rated at 36hp PTO, and the DK50SE is listed at 37.5hp PTO, so they are consistently on the low side for the engine size and machine.

It's similar for my 2011 DK35SE HST. The engine is 38 hp with just 28 at the PTO.

The Nebraska Power Test they used to run gave you a lot of information. I keep two MF245s around in large part due to their amazing PTO efficiency, getting 42.9 PTO HP out of a 45 HP fuel efficient engine. If I use a newer tractor I have to use a much larger, less efficient one to get that same PTO HP. I assume Kioti is using rated engine speed numbers, not rated PTO speed numbers?

It seems the loss on a Kioti machine is almost always more than the other guys.

It seems you're referring to 'loss' as being the difference between the engine HP and PTO? Kioti specs are what they are per model and HST or gear trans.
Regardless of what others report regarding use of high range, IMHO it depends on what one is trying to scoop and lift/transport. Sand, dirt, gravel, etc., on level ground, wet or dry material or road surface, etc.
Tractor tires loaded or not, tractor in 4wd or not, rear ballast in place or not - etc., etc.
Some report never or hardly any use of high range. This, for me at least, is most applicable to the DK series Kiotis, after having put 1050+ hours on two DKs since 2009. First a DK-35se/hst, and current DK-40/se/hst.
I have loaded rears and usually either my hoe or BB on too.
IF you're going to be using PTO driven implements exclusively, or primarily, maybe PTO HP vs. engine HP will be a deciding factor, but I doubt that will be all that relevant for most DK sized tractor owners.

I use high range about 85% of the time with loaded rears and BB on the rear but flat ground mostly.

I think each brand "gears" their hydro differently. The HP was the same between my LS R4047 & Massey 1648... my LS seemed to have more power in M range, while the Massey seems to have more in H range. Just food for thought
