The lowest center of gravity will be the winner. Wider wheels usually provide a lower COG. People always say a ZTR lawnmower sucks on hills. A ZTR does suck on hills because it slides down, but they would be very hard to actually turn over. They have wide wheels and all the weight is low.
IMO, the only thing that beats a ZTR on hills is a machine MADE for side hilling. I would rather mow hills with a ZTR than any type of garden tractor, SCUT or CUT. I have my wheels as wide as they will go on my kubota, and then still added 1.5" of spacers on each side. The ZTR is more stable around my pond bank in which the steepest areas approach 30 degrees
