Oh shucks, any good proper diameter graded bolt could be used.
Baring that DOM shafting (proper size) with washers and cotter pins on both ends could also serve.
Those pins operate in sheer and not tension hence I suggest graded material.
The shoulder bolt design they used is simply a more sophisticated design of the simple pin.
The main advantage of using a shoulder bolt and lock nut is that this configuration cannot accidently come loose while a cotter pin can be snagged.
