So does anybody know what the torque wrench should be set to?

The specific setting is in the instructions for the particular piece of equipment, e.g. circuit breaker, main service panel (for neutral and ground). I would hesitate to generalize.

Mt breaker story:
After many years my lake water pump system quit.
I did multiple tracing tests and even pulled the pump.
Changed the wires down to the lake as well as I suspected an underground break at this point.
Very frustrated I was especially since I consider myself to be electrically knowledgeable, and was actually an aircraft licensed electrical technician. Also I did all my household wiring and passed inspection.
After all my unfruitful tracing I pulled the breaker as a last resort even though I had checked that prior.
What I discovered was that wire on one leg was actually not screwed up tight and said wire barely was in contact. Under simple continuity tests I'd get a reading but when drawing power current would not pass.
This time I screwed both legs tight B4 inserting that breaker.
The crazy part is that the installation had worked as it should for 20 years.
I lost the better part of a day over that episode.
On the plus side is that all my panel connection screws have been re torqued and surprisingly many were not very snug, LOL, they are now!
Moral is it was a screw loose.
