4000# forks probably weigh at least a couple hundred pounds. In fact, if it's this 4000# fork from Rural King, it weighs 414#.
Those forks are so beyond overkill, you've got half of your lift capacity right there, and no room at all for a 600# safe.
Recognize as well that the safe isn't at the pins, so treat your 600# safe more like 700# - you really need 2000# forks!
Looks like their 2200# forks actually weigh almost 300# as well (link).
If you're willing to pay a bit more, you can find 2000# forks that weigh 200# - well worth it for your tractor (eg from a quick web surf 2200# capacity, 170# weight).
