Yes and no. The clicking is the solenoid clicking. It is not engaging the starter so you need to start there. You need to know why it is not cranking, could be a bad starter or a bad solenoid. The starter wire to solenoid is hot on the battery side and the key switch energizes it and jumps power to the other post. Get it cranking to see if you have spark and cranking voltage. The fact that you have power to the could should mean the key switch is fine, until you know if there is spark. Did you replaced the condenser too?
