Not exactly. There are some very rare pto's that can be set to move at different speeds depending on what gear you are in - a ground-speed pto.
But the tranny pto will work just fine in any gear - including nutral or reverse - and be spinning at a constant speed relative to the engine rpm.
It will not be powered any time the tranny clutch is pushed in.
The comments about it not being as good, and the dangers with a heavy flywheel-type implement are valid. But you can run the pto in neutral just fine.
