Sorry to hear of your restrictions, at least here if it is for AG use only, then no permit is required. I am sitting here laughing and shaking my head, you have frogs and we have Gopher Turtles. Trust me, I hear you.
If you read the labels you will see that a lot of them are cayenne pepper. And one would think they would work... I have a Haflinger gelding that goes around licking it off, then the mare chews. I ended up using drip edge like what you put on a roof. This is the same mare that backs up to a t-post and starts to bend it then turns around and steps on them till they are flat on the ground for no other reason than to show me she can. Haflingers are the "Jack Russells" of horse breeds, you either love them or hate them.

That's a nice project! I had three Paso Fino's and a quarter horse mare 30 odd years ago. My two kids and my wife and I would ride and enjoy them. Only the two mares would do the cribbing thing. Back then, I could buy creosote in a gallon jug and mix it with used motor oil and brush it on. That stopped the cribbing as it probably did not taste too good...lol. :confused2:
+1 on the no-chew, it's like putting Tabasco on wings for a hot sauce lover.. I also hear ya on the Haflingers. My two push on the fence so much, I've had to add angled brace posts. The guy I talked to at Larsen Hay said to add a hot wire on the fence. He said they would learn to stay off the fence real quick, but I don't know if I'm comfortable with that.
BTW, I can ship you a dozen or so Gopher Turtles if your short...:turtle:
The stalls are 10'Wx12'D with a 16" space inbetween,
