I picked it up yesterday it's a Mott model 74 flail just been sitting not used for a while when I asked for any ideas I mean anything you can offer about this unit value, age tell me why it has rear wheels like a rotary style mower I have never seen this on a flail before. any info

About your mower are you planning on selling it or using it?

NOW:
The rear wheels are there to keep the mower level horizontally. The rear roller is it is still there prevents the mower from gouging the turf or nose diving and damaging the flail mower rotor or knives.
I hope the rear roller is still intact-if not you need one and bearings and possibly the bearing housings that bolt on
to the side weldments.
Check the rear wheel bearings, they will probably need to be replaced but it is an easy job. DO not buy sealed bearings for the rear wheels.
EDIT: I see the rear roller now and the rear rubber flap to knock down the clippings as they pass over the
flail mower rotor.
It needs a little work and a hot bath-yes a hot bath with the covers removed as there are grease fittings that are buried under rubber dust and grease.
if you buy the kevlar belts to replace the old ones they will last longer as they are more shock resistant.
If you could post more pictures of the flail mowers rotor that would be great for me to see-please use good lighting if possible when taking the pictures/images.
Your model is a Mott Interstater model with a finish cut rotor most likely.
You will need to drain the gearbox and put fresh gear oil in it.
