the difference the spacer does is to take the 26" Cat one spacing to a Cat two spacing of approx. 32". Remove the spacers and you should be back at 26".

I'm not sure if you are still looking for advice but like was mentioned earlier you could convert your hitch to cat 2 for the mower and use bushings on your cat 1 implements to use them on your new cat 2 hitch.
I am using cat 1 implements on a cat 3 hitch and it's worked out great, I ended up spot welding the bushings on the pins and makes hooking up easy.

Just get the short ones and put the nut inside of the tube that should make it reach.

Nope guess that won't work either never saw the brace on the other side! How about putting the nut on the inside, and then get a bolt and nut for the other side and put that nut inside also. or Can you weld? Weld a longer threaded end on, is the only other thing I can think of.
