Generator Need Generator Advice

Lots of good advice already. I would get a kill-a-watt and check to see that you are getting 60Hz out of your generator. I am not familiar with the Winco but if you are judging the generated Frequency by the tractor tachometer, it could be way too low, which I feel could explain the problems you are seeing. 2200 rpm sounds too low (to be an engine torque peak, where the PTO speed is typically geared for) to me, but I am also not familiar with Kubota.
One other thing to check, your tractor may not be able to put out the HP it is rated for, if there is a fueling problem of some kind. Not sure how to check this short of a PTO dyno check. A generator under load is kind of a dyno, so swapping generators with someone else may prove educational.

The only other serious rat in the feed bin is whether
the brushes are in good condition or need to be replaced
and whether it can be done in the field.
A lot of the old JD two lungers with pony motors
and small Oliver 4 cylinder tricycles ran the big
Wincos with no issues SO I am inclined to think
the brushes are the issue.

Check to see if your tractor motor has something called a "torque spring" under the injector pump cover. It appears to be an adjustment (or a maintenance item) that controls the reaction time of the governor. I have a JD / Yanmar motor but what the heck, maybe its worth a chance if these are common systems.
If the tractor is the chief culprit, then find another similar powered one to cross check your powerplant.
The JD manual also mentions injector pump timing as a factor in lazy motor response.

first: Is the throttle yoke on the Injection pump connected to a threaded rod attachment or is it electric operated?
second: Is the throttle yoke a splined yoke attached to the fuel metering valve which is also a splined fitting on the pump?
