Oh, here is a plan I snagged off a free site for making your own cultipacker. I have been fix'n to make one, but need to get a bunch of "other stuff" done. Like Friday was repairing the roof where the 80 mph winds blew off the antenna and yesterday was filling tires with WWF a gallon at a time...

I have a question on rollers. I have a 24in pipe with 3/8 wall 12 ft long given to me. If I make a roller out of it and fill it with water will a 53hp tractor pull it and will it work to break of small trees I cut with the BH and will it push rocks in to the ground so that I can mow. I need to do this on 40 ac.The land is very bad now I will do small sections, the rest. Thanks

I don't think you can use a roller to break off small trees. Only in the spring or after long periods of rain will you have much luck pressing rocks into the ground, but when soft they can do it.

Rollers are most often used to firm up a seed bed after cultivation. You want tight contact with the ground to get fast germination and a cultipacker or roller will do that nicely.
