Need Help

I have a Speedex 1630 with a 16 hp cast iron Briggs and Stratton motor. My problem is it is hard to start and it will not rev up. It runs at a constant low rpm and doesn't change under a load. I've tried a new carburetor and switched to electronic ignition. But I still have the same issue. I cannot get it to rev up. It has 16 hp at 3600 rpm, but I can't even get close that. I'm pretty sure it is controlled by an internal governor and I don't think it is working. Any and all assistance would be greatly appreciated. I'm ready to do a tear down and complete overhaul, but I'd rather try to resolve the issue because it still has good compression. I'm not sure if it is gas related; timing; magneto (coil). I'm leaning toward timing, but not sure. Thanks in advance for any suggestions

What happens if you manually move the linkage right at the carb?

It dies. I had the valves reseated a couple of years ago. Not much of an improvement. Put a new starter and switch on a couple of months ago. It has a lot of power for all the higher the rpm's will go. I would like to work a little faster than just a crawl or so it seems. reminds me of a 2 cylinder johndeer. i am going to move the timing around little bit tomorrow. Thank you for your response.

Flywheel key was sheared. Backfire through the the carb. and muffler while cranking was a good sign. Timing seems too far advanced now. Guess I'll play with the magneto mount to see how close I can get it. I should rebuild it and get it over with.
