First, order a new one so you will know the fitment. Be very careful after determining if it is screwed or friction fit. You do not want the dipstick itself going down into the sump. Solvent and patience.
You might try screwing a couple dry wall screws into the top if it is NOT a screwed fitting and pulling on those.

First, order a New One. Then you will know what the fitment is.
If it is a Friction fit, you might try screwing a Drywall Screw or something similar to pull on after using solvent and some heat on the area. You do NOT want the dipstick to fall inside.

Dipsticks don't usually get stuck unless the owner is remiss about checking the oil which is a REALLY BAD PRACTICE as every engine uses a certain amount of oil in operation. Your ride, your tractor, your lawnmower or generator all use oil during operation. I hope your dipsticks aren't there just as an ornament.

IT LOOKS LIKE THE TYPE OF PLUG LIKE U WOULD FIND ON THE BACK OF A BOAT OR LAWN ROLLER---WHEN YOU SCREW IT IN, IT SQUEEZES THE RUBBER PLUG EXPANDING IT TO SEAL IT, NO THREADS. TRY UNSCREWING IT WHILE PULLING UP ON IT. IF IT IS THAT TYPE OF PLUG, THE NUT OR PLATE ON THE BOTTOM MIGHT BE TURNING AS YOU UNSCREW IT. GOOD LUCK
