Link to sprockets...check around other pages of the site. Maybe you will get lucky to find one with you bolt pattern. If not, drill your own.

You must get in there and understand the governor and it's settings. This may help at first finding how to set it for the most RPM possible. If the gov is going to limit a required RPM to get this kart going, then bypass it. Also going with a larger wheel sprocket will reduce top speed which is what I'd want for a very young boy. I wouldn't go over 10-12 mph. The battery powed Power Wheels top out at 8 MPH.

The rear sprocket calculation.

My rear wheels are 12" dia or 12" tall. I use a 72 tooth sprocket. The sprocket is almost as big as the wheel. This may help determine your new sprocket teeth which is in relation to wheel size. Go with the largest sprocket you can probably an 84-92 toof'r for #35 chain

The video that L120 linked should tell you quite a bit if your little cart is performing as it should. The speedometer apps that you saw in the video may be a good tool here instead of relying on the speedometer of another machine. In your shoes I'd try adjusting the control under the tank or possibly tension and give it a go. If you felt you could eliminate the governor and your son could safely use it, there isn't a lot to lose here as it looks like for ~$150 it would perform well.
