So the actual governor setting is likely not the issue if it is running normally and not hunting. Normal governor adjustment itself should you be interested is made by adjusting the arm to WOT when the throttle shaft is as well. Usually there is an adjustable clamp on the arm. Most likely it is a throttle control or cable adjustment. I'm not sure whom actually makes the Coleman branded engine , but a couple of things that may help: Verify that the throttle arm on the carb is at wide open throttle with the machine off. There could possibly be a limiter directly in the linkage. Many of these when you remove the fuel tank, you'll see that the control bracket is elongated at the mounting screws so that the RPMs can be adjusted.

I had to do this on a motor where the link got bent while I was working on it. A lot of times these are just a screw clamping a bracket onto a round shaft. So loosen the screw, turn the shaft one way a little bit, re-tighten and try it. If it gets worse, try turning it the other way. Then it should be just trial and error to get what you want. If you have observed which way it turns when activating, it might save you the guessing which way to move it, but not a big deal.

Honestly think it has more to do with the clutch than the governor...! Sounds as though it's slipping. Probably not heavy enough.
