Final Update.
It took the mechanic about an hour but he found the problem. The control lever for the 3ph mounts to another bracket under the fender. It is here where the 2 parts are joined by 2 bolts where the problem was found. The factory assembeled the lever to the the bracket without lining them straight and as a result when the control lever was moved to the lifting position it wasn't able to engage fully because the lever was only able to go as far as the plastic groove on the fender would allow it. He loosened 2 screws and straightened the lever so now it works perfectly /forums/images/graemlins/smile.gif. Simple, minor problem that took some close investigating by the mechanic.
